To the areas possess condition to use solar energy,the local people's government and department should take effective measures,encourage units,individuals to install and use solar utilization system including solar hot water system,heating system,heating and cooling system.

    The Bill also provide that nation carry out indoor temperature control system to public buildings of use air-conditioning to heating and cool.In addition to special purpose,summer air-conditioned indoor temperature is setted higher than 26 celsius degrees,winter air-conditioned indoor termperature is setted lower than 20 celsius degrees.
